The Board is appointed by the President of the Republic of Trinidad and Tobago, for the purpose of exercising such powers and duties as are conferred upon it by The Gambling (Gaming & Betting) Control Act No. 8 of 2021 and any other written law.

Meet Our Board

Stephan Tang Nian has over 25 years of banking leadership and management experience. He worked as Manager, Institutional Sales and Trading at RBC Merchant Bank and Assistant Vice President at RBTT Merchant Bank. He is professionally trained in Anti Money Laundering and served as a Board Member at the Telecommunications Authority of Trinidad and Tobago (TATT). He holds a Master of Arts in Economics and a Bachelor of Arts in Accounting.

Stevan Thomas is the Managing Director and Senior Software Developer at Prodigy Software (Trinidad) with over 20 years of experience in Information Technology. He is proficient in networking and systems administration and excels in programming with expertise in various languages for desktop, web, and mobile application development. He holds a Bachelor of Science Degree in Computer Science from the Florida Institute of Technology, USA.

Dr. Dave Arnold Seerattan has more than five years of experience in Economics and is a published writer with works in refereed journals, books, and other publications. He has served on cabinet-appointed committees and various associations. Dr. Seerattan holds a PhD in Economics, specializing in Foreign Exchange Markets from Brunel University, London, UK, and a M.Sc. in Economics, specializing in Money and Finance from the University of the West Indies, St. Augustine.

Kalifa Julien is an Attorney-at-law and Senior Policy Analyst at the Economic Management and Research Unit in the Tobago House of Assembly. She’s also an online Facilitator at the University of the West Indies Open Campus. With a background in Policy, Law, and Criminology, she holds an MSc in Development Studies and an MSc in Criminology and Criminal Justice from the University of the West Indies. Ms. Julien has served on various Boards as a Director since 2016.

James Anthony Philbert has 43 years of policing experience, including two years as acting Commissioner of Police in Trinidad and Tobago. He received commendations and extensive training in Management, Criminology, Narcotics Investigation, and more. Mr. Philbert holds a Bachelor of Law Degree from the University of London and a Legal Examination Certificate from Hugh Wooding Law School.

Jerome Herrera is a practicing Attorney-at-law admitted in 2008 in Trinidad and Tobago. He specializes in litigation, including Real Property Law, Probate Proceedings, Contract Breach, Defamation, and Company Law. He tutors at the Legal Aid Clinic of Hugh Wooding Law School since 2019. Holder of an LL.B from the University of the West Indies Cave Hill and completed the Certificate of Legal Education program at Hugh Wooding Law School.

Mr Anil Maraj brings 25+ yrs of business strategy, lobbying & consulting experience to the Commission, his expertise lay with FMCG Multinationals. At EduSmart / ReadyCo Group, he advises MSMEs & SMEs on strategy planning, market expansion and organisational development. His expertise includes leveraging data insights to identify opportunities within organisations. As an entrepreneur, Mr Maraj provides valuable startup guidance to the Commission, supported by his experience in both Gaming and Betting.

Kenwyn Ogeer has significant regulatory and industry experience. He worked at the Central Bank, the Environmental Management Authority, and held roles in the gambling industry. He served as a consultant to the Technical team in the Strategic Management Executive Office of the Ministry of Finance for the preparation of the draft Gambling Regulations. He consults various organizations and holds a Master’s in Financial Accounting and a Bachelor’s in Management from the University of the West Indies, St. Augustine.
